The next last source of abuse that calls for remedy misapplication and discouragement
– of misapplication of public and private
– of discouragement to captors – is the unfaithfulness
of Prize Agents: persons employed in the sale
and distrubition of the proceeds of Prizes.

As it is with every other species of trustee, so is it
with this particular species of trustee, unless his interest
his pecuniary interest at least, is stands unless and until
adequate measures be taken by the providence of the law
effecting a reconciliation in opposition to at variance with his duty:
not only of probity, but want of intelligence, want of active
talent – by through any one of those differences on the part
of the trustee, the interest of the principal is exposed
to suffer.
