Thus stands the matter in regard to names of
offices: articles of which in this Country, to its misfortune
there exists already so abundant a stock the stock is so enormous: the denomination frequently
uncertain, and even when certain, but too frequently unintelligible.
By the joint influence of these two circumstances
the alphabetical mode of arrangement, if employed
alone, is rendered in these instances the instances of articles of this description comparatively
insufficient.

But to proper names and in particular to
names of persons, neither of these objections difficulties has any
application. No man, professional malefactors by profession excepted
has more than one name. That name comes almost
always within a reasonable compass: and of all these names
the import of each one is as readily and perfectly understood as that of every
other.
