Art. Any person to whim for his guidance the law in its the state in which it lies before him, appears insufficient, whether it be that in a certain case no provision at all has been made by it, or that the provision made by it is either ambiguous or obscure, may in the Judications present himself before the Judge principal and request him to declare what in the supposition that such by the applicant conduct to such an effect were pursued, or that an event to such or such in effect should take place would be his decrees.
