6 June 1822 Jeremy Bentham to the Protector of Peru, sent through the Liberator of Colombia. Extract for of submitted the at Bogota.
As a token of the opinions entertained on that this subject by the in that most enlightened of nations, and of the impression produced by the pamphlet I am submitting to you here follows a copy of a text written to me by Richard Rush Minister Plenipotentiary of the United States to this Government, and a Letter by John Adams Smith Secretary of the Legation from those same States & Smith is Nephew to the Secretary of State John Quincy Adams and Grandson to the first earliest President of those States, who near Boston in Massachusets is still alive. The two missives were sent to me — both of them — spontaneously; no Letter from me to either of them those functionaries having accompanied the copies sent
No 1. Mr Richard Bush to Mr Bentham Minister Plenipotentiary &c of the United States to Jeremy Bentham.
Mr Bush presents his friendly & kind compliments to Mr Bentham with many thanks for his valuable pamphlet on the Spanish restrictive system. Mr R. has read with equal interest & approbation the great principles which it developes upon this subject.

My dear Sir, I have read with infinite satisfaction your observations on the restrictive & prohibitory commercial system & thank yo9u kindly for having sent me the pamphlet & I could wish that it were possible to open the eyes of the blind, to head the sick & relieve the oppressed under your liberal & generous ideas. With much esteem very 165 respectfully, I am yr, obt. Sevt. J. Adams Smith Jan. 1821
Each with in England, these principles of universal equality at bottom nation and nation so far as regards commerce have come at by the length to be recognized by the Ministry, as appears by their speeches in the published accounts of the Parliamentary Debates. In some degree they have Debates.
