Constitutional Code.
The generally prevailing blind and undiscriminating
prejudice in favour of everything to which any power given the
name of religion favours immorality in this shape, flagrant as
it is, be the field of and morals in so far as except
in so far as morals have been brought within the pile of religion
this might be too much to venture.
Here then instead of so far as to give
for advocating bad principles what is false and pernicious it has been thought more advisable
to it employ in aid of intimidation the power of remuneration
in deriving use the mind made from what is true and useful
by drawing it towards what is absolutely or comparatively frivolous.
To this purose three subjects of mental labour culture
have been selected: poetry, dead languages and mathematics.
