Page 42 line 6. "In proposing a system for general adoption
"I will not" (says the worthy Baronet) rest its operation on

a dependence upon the extraordinary merit of any individual

"magistrate or man". No: not if the individual
the man be an individual whose misfortune it is to
not to be known to the worthy Baronet. But if the
man be a magistrate who if the precept of the
sage have been conformed to by him is the person of all
others with whom his opposition acquaintance has been
most intimate, then here comes a clear exception to the rules
I will not recommend to Parliament+ + p. 47 l. 4 .... I declare my
opinion with confidence .... that as least a much
attention may be relied on .... the conductors may
depend.

So from the beginning. After an experience of
