With respect to the progress of Society, we may imagine conceive 3 Epochs: distinguishable
in Idea, tho' running into one another imperceptibly indistinguishably in fact: practise — The first, which
is past, in which prevention was very imperfectly accomplished every man actuated by the vindictive principle inflicting an
arbitrary punishment In which Punishment without any settled end [generally ] was lodged in the hands of individuals [for a offence] more or less intense according to the
greater or less violence of his passion
