1. The two instruments

One thing here seems altogether extraordinary strikes me with surprize. Not any the slightest imputation does the law seem exposed to, even according to the account given of it here given of it. Given of it? and by whom? even by the person very individual who was the in the event was the greatest and almost the only sufferer by it. In considering When occupied in the examination the alledged time of this law as stated in the public pr (the state it was then in was that of a proposed law in which state however it was afterwards spoken of as being passed into an actual law) not sparing had of been the disapprobation causes was the opinion which I felt myself obliged to pronounce upon it. But
