It is no small comfort to me If in any thing what I have written on this subject and on this part in particular the be any thing that is at once true and capable of being of use in its application to some more or les of it can not be much otherwise if applied to but be applicable with more or less exactness to the case of Portugal, and it is matter of no small comfort to me, that when the case of my best friends in on the carpet, the same observations that addressed as they are not to their own but to another nation — written in short without any particular view taken of the state of theirs nation. the same observations may not be productive of feelings so unpleasant on the part of my best friends as of they had been addressed immediately to themselves
The matter I have got up as above is not in a state in which it could with be addressed by me to the Cortes. I send it to you, for the chance of your thinking it capable of regarding it as affording a chance of being of use if sent by you to Your Brother.
A duplicate goes at the same time to Madrid to Mora who had asked for it with a view to the translating of it. There is no time for getting a duplicate of this ready for you 'by the present conveyance: nor does it appear to me to at present of any particular use with reference to the present question.
