Blackstone

Under Law as it ought to be, sorts of Judge but as above but
one, and than one having cognizance of all sorts of suits
Civil, Penal, Criminal, Ecclesiastical, Maritime – call these the suits by
these and ever so many other names, the defence for every
one of them were there a hundred, Judge, but ones without other
difference than that between Judge Immediate and Judge Appellate.
No suit without Appeal: no suit heard judged of in the first instance
by the a Judge Appellate.

On the other hand, with the single exception of the Local
Headman, whose select fragment portion of judicial authority, all definite
nor given to him to save journies are allotted to him for giving still greater shortening
to suitors journeys of suitors and witnesses, no other services
than that of Judge does Law as it ought to be give to any
functionary by whom any function belonging to the authority of
Judge is commanded. Law as it It To Law as it is Law as it
ought to be leave the task of it to muffle up the Judicial character
in disguises of which those whereof the 18 that which follow are but .
