3 C Abuse of trust

with the same sort of injury done to the same persons
by any other means a person not possessed of any
such power , this would probably be as much as the
case required .

In p semi public trusts the occasion for
treating the abuse of trust upon a separate footing
would increase in proportion as the semi-public
trust approached nearer to the nature of a private
one : that is in proportion as the fewer
number of persons strangers to the trust who
stand exposed to suffer be hurt by the powers
incident to it , and the degree in which they are
liable by that means to be hurt is greater ; or
in other words in proportion as the power which
belongs to it is stronger and more extensive .

Such abuses it is plain can not be properly provided against for without
taking into consideration the temporary and local circumstances
of the state and country . In general one may observe
