By the irresponsibility of the Sovereign, the
security permanency of the government is provided for: by the
responsibility of his Ministers, the integrity and
ability of the administration. See the Chapter on
State Libels.

As to the Sovereign himself the making him
responsible by Law at the b bar of the public
any more than at a court of Justice is as far
from being necessary requisite as it is from being practicable.
That the Sovereign who is master of the
Laws should sit still and see himself
abused reviled it is in vain to hope. An Auto
could do this; but Auton or at least could talk
of doing it; A Frederic, it is said, can do it now. but the the Auto and the Frederics are rare.
Happily there is no need to call upon the sovereign
for any such heroical exertions of self-denial. Small
indeed in comparison is the mischief that the
sovereign can do,
