Art. or 10. For this purpose Presented Provided for this purpose by the nature of
the case affords presents are two expedients.

One
1. Indulgence and correspondent instigation in
respect of responsibility, compensational and punishment,
in the case where the falshood is the result of temerity
and not only and not of mendacity. the other is

2. the Making provision of appropriate remuneration
for true and useful information, in so far as practicable
without excess and misapplication.

But, without this note that always, that
encouragement to true and useful information, punishment
in any necessary degree of severity, may be attached to
false and mischievous information, in the case
where the falshood is wilful, having the production of the wrongful
loss or profit for its purposed objects the production of wrongful loss
or profit, – punishment may, without any discouragement
to true and useful information, may, in any necessary
degree of severity be attached to that which whatsoever
is wilfully knowingly and wilfully false and wilfully
mischievous.
