Now as to the means of preventing the abuse. They
In principle they may be expressed thus. In so far as
they can be borne defrayed in the first instance by government and
its functionaries, let them be thus defrayed: effectual
care being taken that by out of the expenditure, and thus thence
by the encrease of encrease given to the expenditure, no
profit shall in any shape be reaped.
Upon the principle follow the several various means by
which the expence when defrayed from this source may be minimized.
1. Of written instruments of all sorts whether
ready written before the commencement of the suit, or written
in the course of it – such originals or duplicates multiplicates
or transcripts as above the conveyance may be made
by the Letter press. A part being supposed already in
activity for ordinary correspondence – an instrument organ of communication
wanted by government at the expence of the whole
community, no reason can be given why it should not can not
be employed applied with advantage to this purpose and that it ought to be so
has been shown above. For As to the mode of appl making application
of it to this purpose see §. 4. Communications.
By the this 2 Minutes of judicial proceedings the transference in this
instance, a survey could be made of the expence difference between this comparatively
small expence and the expence of special messengers, in
many instances on the present footing very dearly paid.
