§. Suit commenced, how

Art. 2. Exceptions excepted no suit can be commenced
but in an open judicatory as no less compleatly open
on this occasion than on any other.

For the exceptions see Ch. that is to say for the
purposes for which the occasions on which, the length of time during which, and the mode in
which the application, and thence the commencement given
to the suit may be secret, see Ch. VI Judicial Applications
§.
