Disaffection
On a point which touches so nearly the personal interest
of the sovereign. if a man thinks it worth
while to venture to propose laws it is for the
sake of the offender himself, rather than for the
sake of the person who is the object of the
offence. It is for the sake not of establishing
punishment but of limiting it. If there were
no law appointing any particular punishment, there
would not [or not except by ] be the less
punishment, but the more. The Sovereign who
is the fountain of all punishment, will hardly
fail of supplying what is at least sufficient
for this purpose of defending his own
rights.
