Shall any fee be made demandable of a purchaser
— Shall that fee the amount of that
fee be a penny as proposed — in a note of this
magnitude? Shall it be the same for all, magnitudes or vary
in any and what proportion according to the
magnitude? [Such are the questions which face that
present themselves.]
The objection — the only objective that occurs — is
the danger supposed — but (the constant wrong customers
there should be in every ill humour — and thence
an aversion to the commodity should be existed on
the part of the customer by the demand of any
such . The classes specially looked to as
likely to promote customers are in a very great proportion
the inferior and classes, among whom in proportion to shares
and suspicion are apt to prevail, in
proportion to their ignorance.
