The several divisions necessary or subservient to the purpose
of rendering present the several parts of the Pannomion present to the
minds of the several persons on whose instance it is necessary that
they be respectively so present being thus having thus been brought to view, come now
to be brought to view the several considerations which it is necessary
the legislator should have in mind in order to his rendering
the several parts of it conducive to the all comprehensive and
only sole defensible end of government — the greatest happiness
of the greatest number.
