Act the Act made for this single purpose 7th July 1794
34 G. 3. c. 84 . . 1 . "Whereas . . . it will be of great public
"utility that a Penitentiary House or Penitentiary Houses
"should be built for the particular purpose of confining
"transportable & other Convicts . . . . the Commissioners of
"the Treasury . . . . are hereby required , as soon after the passing
"of this Act as conveniently may be . . . . to contract . . .
"for the erecting one or more Penitentiary House or Houses .
ib. . 2. "All expences attending the execution of this
"Act shall be defrayed in such manner as shall be agreed
". . . . in such Contract : or in case the same shall not
"be so agreed upon , then the same . . . . shall be defrayed by
". . . . the Commissioners of the Treasury . . . and . . . laid
"before , and annually provided for by Parliament , or
"otherwise as Parliament shall direct".
Extract from the General Appropriation Act 12th
July 1799 39. G. 3. c. 114. . 2. After the general enacting &
appropriative words " And any sum or sums of money
"not exceeding thirty six thousand Pounds to th be paid
"to Jeremy Bentham Esquire , for the purchase of Ground
"for erecting a Penitentiary House for the custody and employment
of Convicts and towards the expence of erecting
"such Penitentiary House & the said sum be issued &
"paid without any fee or deduction whatsoever ." —
