Annuity Notes

Beginning

That this incapacity is the result of a variety
of concurring causes circumstances which will be stated at
large, and mostly applying to both cases
that it is owing to the expences, formalities and delays difficulties and
uncertainties attendant on the purchase of Stock
— on the sale of Stock — and on the receipt of
Dividends — of to the fluctuations to which the
price of Stock is exposed — in the case of
Government and other public circulating paper, partly to the causes above spoken of, partly to the
magnitude of the papers (meaning the magnitude
of the sum necessary to purchase the smallest
quantity of it) partly to the its not being
of being in questions exactly suited cut out to be bought ready cutto be had of all sizes according to the demand

referable in the sensible qualities of the instrument itself
— circumstances by which it is rendered not so
fit for the purpose of general circulation, as it
