If this Court instead of being instituted proposed with the
purest views had been proposed for the purpose of
promoting litigation and vexation and delay, it
could hardly not have been much better adapted to the
purpose.
No man is to have redress untill he has been before
this Court: and when he has been before them
they can do nothing for him. If he has a bad cause
his cause is a bad one he is to be sent away: if
it is a good one, he is to be sent away: he is to
be in exactly the same case whether he has a good
cause or a bad one.
