39. The Synonysms to be settled among correspondent officers in Corporations in respect to whom the Nomenclature
of is at present frequently — confounded — Thus "Bailiff" in one place will mean
the same as "Mayor" in another viz. the head officer — in another it well mean
an infer officer subordinate to the a Mayor, of which there shall be one in
the same Corporation — and shall will sometimes single sometimes double — Mayor however may always stand for the head officer, & therefore for the Bailiff
in such Corporations where he is & the Head-Officer — and it is I believe, only
with the head officer whatever he be called, that General statutes have usually
any concern.
Aldermen might be a generical term for all members of a select body, where
there is such an one — as might
Freemen for the inferior order of Inhabitants
of a Borough having Corporate rights Inhabitants meaning those bars Non-Freemen all the inhabitants who
are not invested with any such Character — & Inhabitants being the Genus
comprehending as the name imports all persons who inhabit together
