Cognizance to be given, at the option of the Informer, to
Justices for the place, either where the Offence was
committed, (as at present) or, where the Offender resides - In the first
case he may have Counties to traverse; in the
2d he can have but one. - & this may save . And may also be to the case, & never can be to the inconvenience of the Dept
