of affording indemnification be not observed.

Wherever this condition is not observed, fulfilled
and the many the whole public the many come
in without exception for their share in the benefit
of the reform, the result from of it, good and evil
taken together in neither more nor less than the result
of a more or less unequal tax: a few individuals
