In the By the epithet despot prefixed it the word Governor I mean not to convey convey cast reproach: it
is the situation of the species, not the character conduct or disposition
of the individual that I mean to characterize.
By despot I mean nothing more than a man
who some how or other found himself possessed of despotic
— that is of absolute — autocratic — power: of legislative power, and
along with it of judicial power as well as th executive: power
of judicial in a way not the less substantial and efficient for being
unrestrained by forms. (a) (a) See Note By despot I mean nothing more neither more nor less

by it before their had made an instrument of
fallacy of it by fastening a sting of reproach to the
tail of it. I d meant simply to say that in the
Governor or New South Wales — every individual mortal
bond is free — had a master: without meaning to have
it not meaning to say understood or that that master was on every occasion
a bad one.
