prevented the abuse — (I speak of the individual abuse
— the barbarity & consequent mortality) to have pre-
-vented it by drying it up in its source — I mean
the whole system of Hulk confinement — the gentleman
who to avoid prevengint it sed set aside two Acts of
Parliament, by the Letter which the Duke was ill-
advised enough to give auspices and signature — this
gentleman, instead of preventing the abuse, re nurses
