28th Report Penitentiary Establishment No 9

In the Month of October 1799, the Lords of the Trea- -sury completed the Purchase of certain Lands in Tothill Fields, Westminster, of the Most Noble the Marquis of Salisbury, which were judged proper and convenient for
the purposes of a Penitentiary Establishment, and they
have since directed the Surveryor General of Crown Lands
to ascertain the Value of certain other Lands continguous
thereto, the Property of Mr Wyse, in consequence of a pro-
-posed contract between their Lordships and Jeremy Ben-
-tham, Esquire; but the further Proceedingsin the Busi-
-ness is delayed in consequence of Mr Bentham having, on the 20th of June 1800, presented a new statement and
memorial to the Board, differeing materially as to the
terms on which he prposes to enter upon the Underta-
-taking, from those which the formerly
