33. Neither High Constables nor Petty subscribe the
Declaration against Transubstantiation; nor receive
the Sacrament: nor do Petty Constables so much
as take the Oaths of Allegiance, Supremacy
or Abjuration.

34. The only light in which the Penal Laws against
Papists are supported is that of instruments of defense

ready to be plaid off against them in

case of any commotions on their part. There is

professes to wish, but that, so that we could be secure
against their encroachments, they might
worship God in after their manner without disturbance.
Not but that their conversion is on every account
most earnestly to be wished for: but that persecution,
'to the lengths one could bring ourselves to carry

35. Yet is there not a man of that persuasion of in the
