It is not difficult to preserve from all pssibility of fabrication, that sort of alteration, Bonds and those solemn and deliberate stipulations which, in contradistiction to common bonds them and to & notes of hand go by common acceptation by the name of Deeds. +& Wills I mean, to present the fabricating of any false Instrument which shall purport to be a Deed of any future date. It is for those whom it may concern to determine, whither the cost and apparatus could be a sufficiently compensated by the security. I never heard or read of any past an instance of any such folly and audacity, as the forging of any deed purporting to be of the same year in which it was produced, nor do I conceive that any one can happen in future: if there should, it his not written the compass of the this following Scheme to prevent it ++ even recent forgeries of recent dates might be checked by each Statioers having affixing on stamp of his own name in rounding shaped characters which consequently admits of peculiarities not to be imitated, if another of moveable types for the day and year. The Stationer and his people could then be forthcoming to contradict it. Some account in such case must be given of the persons of the witnesses of their consideration of the occasion of making it. The substance on which it is Pens are written must be of Paper instead of Parchme [a circumstance which can indeed in an occanomical a commercial view would be an advantage, if it be true, that the stock of of which it is made remained at home , which could be enercared for this single purpose is scarce equal to the consumptioons. In this 2 The paper for this purpose, must be of one single sort made for this purpose, and for none other 3 Instead of what is called the paper mark should be the date of the year in conspicuous characters in which it was made - with the name of the Maker if it be left free for any one to make it. Forgery just the name of another maker instead of his own. 4 At one corner the Government Stamp to be affixed as at present. 5 The duty to be so much as will compensate the present excise & stamp Duty upon parchments 6 AT the end of the year what is not disposed of by each person of the Trade, to be returned and if returned within a limited time the duty to be paid him back 7 No Deed to be valid but what is written on paper of the same year with the date. 8 The paper mark to be in the middle and no deed to be invalid entire + To contrive that there shall be ready before hard Paper for the new year. Paper for the new year to be ready to be distributed a Month before and where the paper is of exact dimensions or rather to guard against accidents of a piece being torn off out, where it shall appear to have been of certain dimensions as the paper of this book would appear to be have been of the dimensions that of tho' so large a book were the paper might be made of such a size that when too much of the length was 9 cut off as was occupied by the Stamps the remainder might be of the same properties as to the length and breadth with of common Papers and applicable to the same uses. Thus nothing would be lost but so much as was stamped: nor even that which by reason of its smallness being sufficiently distinguished from the legal size might be made to serve for various other purposes. +for it Paper without the paper marks were even to be used.
