9 Omission, of Preambles to Repealments To Laws enacting, a short Preamble indicating
the end may sometimes be of use, as serving
for a clue to the interpretation of what is enacted:
To Laws repealing, they must in general be
superfluous, for this plain reason, because
there is nothing to interpret. If there be any
case in which this holds not good, it is in
that of a clause complicated with others
