The annual value of a mans labour in a
state of confinement stood at this pitch
viz: £29 worse than nothing,
Mr Bentham came forward and by a Proposal
which (as your Committee will
have occasion to state) was afterwards at
with, and reduced at a stroke this negative quantity
to £12.
Taking the matter in the
simple parting of this matter statements it will easily
be conceived that judging from the general
of the matter just , the bargain
[+] [+] it can not in the eyes of this Committee was this the which of it
but appear to be an extremely advantageous
one to the individual [concerned] But [+] [+]where the a contracting party</add> if a
bargain is an at the same time an adantageous one,
crucially
if it be an advantageous one in an equal
or superior degree to the public, the advantage
to the individual (who by contracting
with the public does not care to be apart lose his place
among the elements of which that public is
) so far from being an objection is an
additional recommendation of the measure.
But the difference between what Mr Bentham
gives for his £12 and what was given for
the £27 is wide indeed. What was given
for the £27 and is thus given for about
£22.10 - is the Watch System: a system
each at the said expiration of a termpassed of a very few yearsunder which the convicts at the expiration are returned upon the
public, without character, without acquired
talent, full fraught with make of mischievious
instruction which is the insufferable
concomitent of promiscuous association out of the
reach of every inspecting eye, are reformed when
the public without other assurance than the recommencement
of these practices which led broughtthem to the Hall.
