the Bank of England. In this case, as in the
other, the same means would be sufficient to
same end. Perhaps however in this case they
would not be necessary. A simple refusal, on
the part of Government, to receive, at its own Offices,
any other paper than its own paper, might be adequate
to the effort(a).
