Having thus given the indisputable em
ployment to human will, what remains may be,
and therefore ought to be, left to the only incorrupt
-ible functionary of Government, that is to say, to
Fortune. To the charge of Fortune, out of the even
-tually-attending List, may be, and therefore ought
to be committed the charge of extracting for each
Judicatory, at each period, the actually attending
list: and moreover, during each period, for service
in each distinguishable suit, or contemporary cluster of suits
between the same parties, the charge of extracting
out of the actually-attending list, the actually serving
list.
