It is the way of reformation (reformation as
units a distinguished from example) that these County
penitentiary houses bid fairest for being serviceable.
On the ground of mere separation indeed I have already
stated why it is that but little would be to be expected
from them: the good which of itself it might be capable
of doing, if steadily preserved in, being in a manner
obliterated by the promiscuous aporiations which with
which in alternates. It is to the occupation afforded
that the greatest share seems due in the production of
whatever degree of reformation may have been the
actual result. Minds are by this means more or
less divert diverted from this mischievous topics
of conversation which in a state of idleny would be
the sole resource. In the Philadelphia penitentiary-
house, even without the benefit of the central inspection
principle, and under a plan of separation widely wide-
-ly different from solitude, a very considerable and
salutary check appears to have been applied to the exer-
-cise of the faculty of speech and by that mean to the abuse of it._
