Panopticon Bill VII Post liberation Art. 18.
When any Metasylum man or woman has obtained for three
years without interruption three such certificates of good behaviour as aforesaid,
the Governor may at any time at his discretion grant to him or her a certificate
of absolute liberation or discharge which may be according to the Form masked
[ ] and of which the effect shall be that such certificated person shall no
longer be bound to make any such election as aforesaid: retaining nevertheless
the right of being engaged in the Metasylum from year to year on the terms
stipulated in the Governor's Contract as aforesaid, as often as he or she shall
please: but the Governors Bondsmanship with regard to the good behaviour
of such liberated person shall remain notwithstanding in full force.
Art. 19.
In respect to women, the Governor may at any time at his
discretion remitt to a Penitentiary or Metasylum Woman already married
her obligation to serve in the Metasylum: so also to a single woman, upon or
after her marriage. But the right of every such woman to be provided for
therein shall serve at any time with the consent of her husband: and at
any rate upon her becoming a widow.
Art. 20.
If such woman being married, should without the consent
the consent of her husband, require the Governor to admitt her into the Metasylum, it lies
in his Discretion so to do: and if the husband be not prejudiced thereby, (as if he were to Desert
or be obliged to absent himself from her, or ill treat her or be unable to maintain her) the Governor
is hereby required so to do.
