"The King also can best collect the advice by which his
"resolution should be governed". Be it so: but the misfortune
is, that to the purpose in question, according to the
reverend Doctor's theory, let his Majesty coll: whatthe very best advice
he will possible, it is not in the nature of the case that
he should be much, if at all the better for it. According to thethis Doctors
theory, as there has been such frequent occasion to statebring to mind
the having the circumstances in which the propriety of the
exercise of the power in question in each instance
depends, are an indefinite number of inexpressibleindescribable
ones.— Are they or are they not capable of being
expressed? be the answer what it will, the reverend Doctor's
theory will not be served by it. If not capable, then
bad then to the present purpose because allegation insufficient
to it is the best advice which with all his power his Majesty can
collect: if capable, then come the question alreadyso often put [+] and by that part of advice, be it what it may, for which no expression can be found, how is it that his "resolutions" are to be governed?
what should hinder his Majesty from receivingthe benefit of it in his
legislators expects as well as in his executive the
benefit of it?

and were it possible for the Kinghis Majesty to know by intention what
is requisite to be known, here there wouldwe should have be a great advantage.

Removal from theat the distance from the influence of private . Be it so: but
if so it be, then also is at the same distance removed from the knowledge
of those matters of fact in which the are decision made as that in question the propriety of a means evident as necessarily proper
