Vouchers not the best

In the individual case in question, as it happens,
that certain "papers" have (to the words of the act
in the purpose clause above referred to) been "lost": certain papers
which had they been forthcoming might and would <lb/<have been delivered in, in the character of Vouchers
But, unfortunately as he is in respect of such less,
the Accountant is not to such a degree unfortunate, enough as not to
possess, or have at his command, that which ( what to
so little purpose has tendered at the very outset,) viz. other
"evidence" "other evidence of actual payment" + and in the matter instance + Chief Inspectors Query 5th)
