Observation

Though for the present purpose it may , yet
in this Parliment even it were to be made public I fear I should be found not to have done justice to the good
economy of the Philadelphean Managers.

In this prison, throughout the whole of the former year 1801,
the system of management was the comparatively
disadvantageous one abovementioned them carrying
on a variety of manufacturing concerns, in which, as such profit and loss
by buying and selling was complicated with
profit by wages of labour.

In this next year 1802, this less advantageous system
changed (the trades being all ordinary trades) was relinquished for the more advantageous system
consisting in the holding out the labour of the prisoners; taking
them for the sole source of profit, dc by wages of labour
simply uncombined with profit and loss by buying
and selling. This most simple of the two systems is
the only one which in the Panopticon prison I should
have pursued in the case of such prisoners as in
that situation would have been imployed as above, each
man in his own original trade. Of the more complicated system, had
it in my prison had any application, the application
would have been confined to the case of such of the
Prisoners as would have been imployed in my Brothers
system of mechanical inventions abovementioned: and
were in that case the more simple method would have
been imployed in preference, in so far as it would have
been found applicable: — taking in timber boards, and slats, for
instance, to be sawed into boards and veneers; and after sawing to be planed: wood
to be made manufactured into wheels, sashes, chairs and tables,
and so forth.
