this view only, if I understand aright, that the
establishment on the Thames was originally set
on foot. To have begun at once and stocked the
whole nation with a vast establishment of
Labour-houses, of which perhaps neither the

red, would have been at any rate a bold step,

I myself, assuredly have no antipathy
to innovation, and who on the contrary have devo-
ted myself to the "promoting" of political "novethes"
in as far as my situation will permit me,

casion might lead me to betake myself to that
