For settling hopeless

of a tax on paper money issued, the tax has
no tendency to reduce in any respect the quantity
of such paper which it is in men's power

has it in his power to spend depends — not upon
the amount of his income, but upon the quantity
which by means of his capital or otherwise

security in point of solvency regard to respect of the faculty
of fulfilling the engagements entered into by it:
