Supposing the time to be arrived when If ever the Convicts are ever to be victualled from the settlement
by the produce of their own labour, and in so far without
expence to government, there were two consequences would follow the income of living
would be wanting to the settlers.
1. There would be no sufficient means of living for
the free settlers.
2. The danger of famine most would in all
probability be speedily increased. and repeatedly realized as would
permanent probability would at any rate be increased.
