Artifice of Legislators &c with the same severity, the punishment might have
appeared so great and so disproportionate to the offence
as to have given umbrage: whereas upon exacting
the declaration, if the declaration prove false or counterfeit,
and the offender be punished as for the
falsity, with the self-same punishment the severity of the legislator passes unheeded,
or the sentiments of the people bear him out in it.
All this while the real hardship upon the subject is rather
increased than lessened by the contrivances. The obligation
of making or procuring the declaration in question is
but an additional burthen: it adds to the is attended
