Police Bill Observations
Shall the power of sanctioning the By-laws
insinuating with the Board be committed as here
to the superior Judges, or to the thing in General.
If to the superior Judges, shall the section near
the form and complexion of that the sections in the
statute of Queen Act that suggested the idea of it,
is near an independent form, is governed not so
much by the idea of conforming consideration of their precedent, as
as by the consideration of the end in view.
