To fulfill in any tolerable degree the purpose professed
by every body of law, viz. that of providing in in all parts, the best possible means for the welfare of the people,
should not only be good in itself but its contents the
necessity
to by each of those people the individuals whose lot in society
it takes upon it to disposed, known in every part of
it in so far as and that in time to make law to
represent his conduct by it however so far as it concerns
either the obligation it imposes on him, or the rights
it confers for his advantage.

I. By To show that it is good in itself, as well in that
it may be the more thoroughly understood, should this
by apt and satisfactory grounds and reasons it should
show the necessity or utility of the obligations it imposes,
the sacrifice it requires.

II That it may render it possible to every man to
leave present to his mind, at the time that calls for
action in each instance, whatsoever part of it he
can have and to be acquainted with – whatsoever part
he will be loath to whether is the stronger of punishment
or if less of right he will be loath to suffer for not
being acquainted with, it should present to each
man those parts in which as above he has a concern separate
from those in which he has no concern.

And of that part portion with which it may happen to him
to have a concern, it should present to him if possible those parts
which are for dis sudden use from those which he may
take time for consulting at his leisure.
