as not being exclusively enough apposite.  It may come in as part of<lb/>
the Rationale of Ch. V. <hi rend="underline">Constitutions</hi>.</p>
<p>According to the comparative degrees of energy,<lb/>
of will and intellect in the breast of the Monarch and<lb/>
leading Members, the Cabinet is either a Monarchy or an<lb/>
Aristocracy.  Under Pitt the first and Pitt the second<lb/>
it was a Monarchy.  At present, it is an Aristocracy;<lb/>
<add>but singularly and <del>happily</del> for the people happily,</add> an Aristocracy with two parties in it.  Parties, the<lb/>
oppressionists and the depredationists.  Oppressionists<lb/>
the orthodox:  Depredationists, schismatics and Innovators:<hi rend="superscript">⊞</hi> <note><hi rend="superscript">⊞</hi> Oppressionists, the rump of that <add>faithful and zealous</add> Ally of his Holy Alliance, who, under a government under which <add>legal</add> justice upon State criminals is an <gap/> names in a fit of ill humour, that justice upon himself.</note>  Motto of  the Oppressionists, " <hi rend="underline">Perish Commerce</hi>", <lb/>
of the Depredationists, "<hi rend="underline">Flourish Commerce</hi>".</p>
<p>To the Oppressionists, the end always in view,<lb/>
and as far as fear will permit always aimed at, is<lb/>
<del>purest</del> <add>pure</add> and unbinding despotism.</p>
<p>To their feelings, reigning by pure force over<lb/>
a poor people is more congenial than reigning by a<lb/>
mixture of force, corruption and fraud over a rich<lb/>
people.</p>
<p> By corruption and fraud, perpetuation<lb/>
of <del>forced</del> power can not, in their <del>judgement</del> <add>view of the matter,</add> be rendered<lb/>
sufficiently secure.</p>
<p>The irascible appetite is stronger in them<lb/>
than the concupiscible:  their abhorrence of the people<lb/>
overpowers their love of themselves.</p>
<p>The condition of Austria and Russia<lb/>
is that in which, if it depended on them, they would<lb/>
see the people live under themselves:  that of Spain<lb/>
or Turkey, that of the people under their fellow Monarch's,<lb/>
in whom, as against the people, they behold<lb/>
their natural allies, though incidentally at the command<lb/>
of <del>adverse</del> fortune, for a time their adversaries.<lb/>
