1826. Septr. 15. 26
Constitutional Code.
Ch. IX. §.17. Supplement.

☞ Sept. 26. This it is believed must be characteristic from this place,
as not being exclusively enough apposite. It may come in as part of
the Rationale of Ch. V. Constitutions.

According to the comparative degrees of energy,
of will and intellect in the breast of the Monarch and
leading Members, the Cabinet is either a Monarchy or an
Aristocracy. Under Pitt the first and Pitt the second
it was a Monarchy. At present, it is an Aristocracy;
but singularly and happily for the people happily, an Aristocracy with two parties in it. Parties, the
oppressionists and the depredationists. Oppressionists
the orthodox: Depredationists, schismatics and Innovators: Oppressionists, the rump of that faithful and zealous Ally of his Holy Alliance, who, under a government under which legal justice upon State criminals is an names in a fit of ill humour, that justice upon himself. Motto of the Oppressionists, " Perish Commerce",
of the Depredationists, "Flourish Commerce".

To the Oppressionists, the end always in view,
and as far as fear will permit always aimed at, is
purest pure and unbinding despotism.

To their feelings, reigning by pure force over
a poor people is more congenial than reigning by a
mixture of force, corruption and fraud over a rich
people.

By corruption and fraud, perpetuation
of forced power can not, in their judgement view of the matter, be rendered
sufficiently secure.

The irascible appetite is stronger in them
than the concupiscible: their abhorrence of the people
overpowers their love of themselves.

The condition of Austria and Russia
is that in which, if it depended on them, they would
see the people live under themselves: that of Spain
or Turkey, that of the people under their fellow Monarch's,
in whom, as against the people, they behold
their natural allies, though incidentally at the command
of adverse fortune, for a time their adversaries.
