<p>This last theory is the one that seems to possess the<lb/> best claim to currency.</p>
<p>To the profession of benevolence it adds the assumption<lb/> of  matchless and even exclusive wisdom. By it the Monarch<lb/> is presented to view in the character of the Vicegerent<lb/> and present image of the Divinity. He is the God whom<lb/> the Latin Poet Juvenal <sic>pourtrays</sic> to us</p>
<p><foreign>Permissus ipsis numinibus quid<lb/> Conveniat nobis, rebusque sit utile nostris.<lb/> Nam pro jaciendis aptissimum quaeque dabuit Dei<lb/> et illis homo, quam alii</foreign>.</p>
<p>All this is perfect, true in every eye to which it has been<lb/>revealed by superhuman power, that there exists <add>such</add> a God<lb/> upon earth and that, in the Monarchy in question, the<lb/> Monarch, whoever he be, is he.</p>
<p>In it is moreover, tacitly <del><gap/></del> <add>involved</add> the theory of which<lb/> more open profession is made in <hi rend="underline"><unclear>Thibet</unclear></hi>: namely that<lb/> this ever living through earthly God is, in all ages and generations,<lb/> one and the same mind, by which one mind<lb/> bodies in endless succession are in infinite number at<lb/> different time animated.</p>
<p>All this is perfectly true in every eye to which, <lb/>as above, it stands revealed. But <del><gap/></del> all this is, at the<lb/> same time, perfectly false, in every eye to which it<lb/> does not stand revealed.</p>
<p>To every such supernaturally privileged mind<lb/> it calls, on <del><gap/></del> <add>every</add> occasion, for passive obedience and non<lb/> resistance. But in the case of every mind not thus<lb/> supernaturally privileged it calls for resistance&#x2014;<lb/> resistance on the part of each according as power<lb/> and opportunity presents itself, and by means, without<lb/> any exception, afforded the promise of being most essential.</p>
