Artifice of Legislators &c with the same severity , the punishment might have
appeared so great and so disproportionate to the offence
as to have given umbrage : whereas upon exacting
the declaration , if the declaration prove false or counterfeit ,
and the offender be punished as for the
falsity , with the self-same punishment the severity of the legislator passes unheeded,
or the sentiments of the people bear him out in it .
All this while the real hardship upon the subject is rather
increased than lessened by the contrivances . The obligation
of making or procuring the declaration in question is
but an additional burthen : it adds to the is attended

and contributes moreover to add strength to the sentiment
