Observations In the instance of

avoid being a dealer in Purchaser of Rages, i:e: in Paper Makers materials,
without exposing <add>subjecting himself to a good deal of risk <add>loss as well as
unless he destroys the Rags instead of selling them as
trouble in the discrimination besides that an article which
is fit for use at the time of purchase,
may sooner
or later be found
fit for nothing but
to sell as rags,
before it has been
sold for use
The licence duties seem already rather heavy: and if
this indulgence were not allowed, the amount of them
would might be double or treble what it appears to be.

A similar intercommunity of extent seems to
have place as between the respective businesses of workers up and the remelters
of old metals articles composed of metal:
at least in the instance of several of the metals. The
same articles may according to the natur quality
of the metal, and the form and the condition of it,
either require to be subj thrown into the melting pot, or be
capable of being employ'd or, though not fit for use in
its present form, be capable of being brought into
another form without melting: for instance example by hammering,
as in the case of copper, and perhaps lead & pewter in
some instances; or by forging, as in the case of wrought iron. But in this difficulty
