Observations
III.
§5
Until classes are,
or are not, to carry
on the dealings of
other classes, and
on what terms

Observations In the instance of
Thus also with regard to Second hand Naval Stores
and When other spun or woven goods. When a man buys a lot of old Naval Stores this kind he
it may be may find th it fit to be applied, some part of it in its existing form to similar purposes, or
while at other parts of it, being incapable of being so employd,
fit only to be applied in another form to the making
shall be fit shall be incapable of being applied to any more
profitable purpose than that of affording the materials for

of a species of coarse Paper: according to the condition
it is in
So in regard to other spun or
woven goods, such as Apparel or Table or Household Linens &c according to their materials and the
fineness of their texture besides that the same
article (Canvas or
Bunting for instance)
that is employ'd for
naval purposes, is
also employd for
a variety of other
purposes.

It seems to impossible
therefore for a dealer in Purchaser of old Piece goods or spun goods whether
of the kinds employ'd as are Naval stores or of other kinds to
avoid being a dealer in Purchaser of Rags, i:e: in Paper Makers materials,
without exposing <add>subjecting himself to a good deal of risk <add>loss as well as
unless he destroys the Rags instead of selling them as
trouble in the discrimination besides that an article which
is fit for use at the time of purchase,
may sooner
or later
be found
fit for nothing but
to sell as rags,
before it has been
sold for use

The licence duties seem already rather heavy: and if
this indulgence were not allowed, the amount of them
would might be double or treble what it appears to be.

A similar intercommunity of extent seems to
have place as between the respective businesses of workers up and the remelters
of old metals articles composed of metal:
at least in the instance of several of the metals. The
same articles may according to the natur quality
of the metal, and the form and the condition of it,
either require to be subj thrown into the melting pot, or be
capable of being employ'd
or, though not fit for use in
its present form, be capable of being brought into
another form without melting: for instance example by hammering,
as in the case of copper, and perhaps lead & pewter in
some instances; or by forging, as in the case of wrought iron. But in this difficulty
Draught as it
applies
no otherwise than
in the supposition of
the clause including
crucible keepers,
which in this draught,
for the reasons above
given, has been omitted.

The Licence-Duties taken singly may perhaps
in some instances be found rather heavy: and if thise sort
of indulgence here proposed were not allowed, the amount
of the burthen might in some cases be double or treble what it appeared to be
